The Transparency Gap

The United States animal rescue sector functions without a national oversight registry or standardized transparency protocols. This regulatory void results in unpredictable standards of care and makes it complex for the public to identify organizations operating with genuine integrity. ARTI bridges this gap by providing the necessary trust layer, using a data-driven verification process to highlight rescues committed to transparency.

How ARTI Works

 

ARTI is a voluntary transparency and accountability initiative designed to help the public better understand how animal rescues operate while recognizing organizations committed to ethical, responsible rescue practices.

Rather than functioning as a governing agency, ARTI acts as an independent transparency framework that evaluates publicly available information, organizational participation, operational standards, and animal welfare practices through a multi-level system.

The ARTI Participation Levels

🟡 Level 1 — Listed

ARTI identifies and catalogs rescues operating within the community using publicly available information such as websites, social media, registration records, and public-facing rescue activity.

Level 1 rescues are:

  • Publicly listed within the ARTI system

  • Not formally verified

  • Included to improve visibility and awareness across the rescue landscape

This level helps create a more complete picture of the rescue ecosystem while encouraging transparency and participation.

🟢 Level 2 — Participating Rescue

Rescues that choose to participate in ARTI voluntarily submit documentation and operational information for review.

This may include:

  • Organizational documentation

  • Veterinary references

  • Intake and adoption policies

  • Financial transparency summaries

  • Animal care standards

  • Operational disclosures

Level 2 participation demonstrates a willingness to operate openly and engage in transparency practices.

🏆 Level 3 — Fully Verified

Level 3 is ARTI’s highest level of participation and includes a deeper review process involving inspection, validation, and third-party confirmation.

This process may include:

  • Facility or foster environment inspections

  • Veterinary verification

  • Review of animal care records

  • Adopter feedback interviews

  • Capacity and operational assessments

  • Ethical and welfare evaluations

Level 3 recognition is intended to identify rescues operating at a high standard of accountability, sustainability, and animal welfare.

Why This Matters

The animal rescue world is filled with passionate people doing difficult work under enormous pressure. But without clear standards or transparency, it can be difficult for the public to distinguish between responsible operations and problematic practices.

Why ARTI Matters

Every year, millions of animals move through shelters, rescues, transport systems, foster networks, and adoption programs across the United States. Many organizations are doing extraordinary work with limited resources and overwhelming demand. But for adopters, donors, volunteers, and even other rescues, it can be difficult to know who is operating ethically, transparently, and sustainably.

That is where ARTI comes in.

ARTI was created to bring transparency, accountability, and public trust to the animal rescue world — not to attack rescues, but to strengthen the system as a whole.

ARTI exists because:

  • Donors deserve to know where their money is going.

  • Adopters deserve honest information about the animals they bring home.

  • Ethical rescues deserve recognition for doing things the right way.

  • Communities deserve systems focused on long-term animal welfare, not just public image.

The rescue crisis in America cannot be solved through emotion alone. It requires honesty about intake numbers, overcrowding, breeding, funding, medical care, behavioral challenges, and sustainability. ARTI encourages open conversation and measurable standards so that rescues can build trust with the public and with each other.
